I dont know where you can get it free but i would certainly guide you that FrontPage has comeout with a new Version of 2007 called the SharePoint Designer.

You can go ahead the download the Office2007 from the website below which you can use the product for apprx 90-120 Days which would be sufficient time for you to prepare your business website.

It wont do that to Office 2003, because when you install, you only have a series of components that you can install(Customize option), if you like you can only install SharePoint Designer and dont not install the rest of the office :). Just uncheck them Report It

Erhm, you only can get Microsoft Frontpage from Microsoft. You can't legally get it for free. You can pirate it, an illegal action. You probably want to buy the Microsoft Office set or just get Frontpage individually if possible.

I advise you to use some other software besides Frontpage if you're creating a website for a business.
