How do you allow access to an FTP server, to others outisde of your firewall?

I made a server with Serv-U's FTP software.
The FTP server is located at 192.168.2.2
I am using a wireless router and can access the server from other computers on my network.

How do I allow anyone on the internet to access it with a password and user name. I do not want to remove the firewall.

My virtual server settings are the following:
Enabled
Inbound Port: 21 - 21
Type: TCP
Private IP address: 192.138.2.2
Private port: 21 - 21

I am using a Belkin Router.
The FTP server does work within my firewall.

My WAN IP is 24.182.247.111

You need to login in to the admin page of your wireless router and forward ports 20 and 21 to 192.138.2.2.
