Can a person who owes overpaid unemployment benefits get unemployment in another state?

Let's say this person lived in one state and received unemployment for 5 to 6 months. This was over 10 years ago. But they got a job at a temporary agency, worked for a couple of weeks and didn't bother to notify the unemployment office. Once the unemployment office found out they sent this person a letter saying they have been penalized and owe $5,000 or so. They were also told there would be a waiting period before they would be eligible to get unemployment again.

Now, almost 11 years later they are in a new state and need to apply for unemployment benefits. Will they be able to get unemployment in that state or will their balance from the other state have an impact on that?

Each state is different and has thier own rules for these things. They are regulated under that states rules, and if you worked in one state and you employer has paid the unemployment insurance, for that state they should be eleigible and there would be no need to contact another state. It's not like they work 5 months in Wisconsin then got laid off and prior to that they worked 3 years in Florida, which means they would contact the employer in Florida and payment would come from that employer. So I say
They should apply.

The way our government works that person probaly wont have a problem. All us tax payers pay the bills anyway.
