Can I apply for a temporary Visa to visit Canada even though I recently applied for my permanent residence?

I'm a Venezuelan citizen. I still live in my country but I'm willing to live in Canada, although I've never visited it. Recently, I applied for my permanent residence to go there and I was wondering if in the mean time I can apply for a visitor visa even though I'm waiting for the immigration office to process my case?

I would like to visit and check the place out before I go to stay permanently.

Yes, You can apply and visit Canada even if you have applied for a PR visa.

I myself applied for a PR visa about 6 months before I applied for a visitor visa and was granted one. So first hand knowledge that this is allowed.

I was not interviewed for the visitor visa so this was not an issue. I had mentioned I applied for PR in the application and still my tourist visa interview was waived, so I presume this is not that big of a deal.

I untimately decided not to settle in Canada eventhough I got interview waiver for PR too. I basically abandoned my application.

Just tell them you are going there for vacation. I do it all the time.
