Should i try for job first than try for emploment visa?

should i start trying for jobs,and once got the offer letter than should i go the immigration office for temporary visa?or i need to get the visa first than look for jobs?

from what i found out you do need to have a job offer first but try uscis.gov or look for the embassy web page in the country that you are looking for work in.
