How can i save my life?

I am Sri Lankan and fled country in late 1990 due to the Tamil Terrorists death threats. I Lived in the USA as a refugee and return home for family emergency and lost my status/ I file a appeal at the United Nations high Commission office in China and they assist me for two years under temporary protection and after 2 years ask me to go back to Sri Lanka.but I disagree with the UNHCR but could not remain in China due to the immigration law after my return the threats increased and I am now back in China and apply to re-open my case as I ned protection but still no answer from the UNHCR Beijing office? Does UNHCR made a wrong decision ask me to return to Sri Lanka?Can I refuse to return this time as if I have to then I will be face death at any time? If UNHCR does not re-open my case how can ask protection and what can I do? If theirs any law firm or organization can help me?

The French are very good about taking in people from oppressed countries. In my neighborhood in France (Rue Cail) we have a lot of Sri Lankan immigrants and they all own shops. They have a good life and their shops are very successful.
