Your office should be made aware of various fraud schemes against medicare and social security being perpetrated in here and probably all over the USA by Russian immigrants, recently here from Russia. These people bring with them their mentality, embedded into them during the years of communism when the way to get by was to 鈥渟crew the state鈥? They regard government as an instrument to cheat and from whom to steal, since the individual from their perspective is so small, the government wouldn鈥檛 look at them and if the government tried, then the government couldn鈥檛 find them and if they found them, then the government couldn鈥檛 see what they each are doing. Some of their schemes they have developed here, from their mentality of cheating the state are:

1. Medicare. They organize their own health care facilities and put
in place a licensed American physician. However unlicensed doctors from Russia here as either legal or illegal immigrants,do all the work since the clientele they bring in are Russian immigrants who know little or no English, most of whom are elderly. The rip-off is that these Russian clients of theirs never get much of the serv- ices, phony charges are billed to medicare for services never rendered. The elderly people involved as patients don鈥檛 know much about these phony billings, and if they find out, they are afraid to speak out about it. The management of these clinics, all of whom are from Russia, all know about the scheme, and the scheme works by concealing who the real owners or top person is. All will say if interviewed that it鈥檚 the doctor, or someone out of state, and they just work there. Or else they will say they don鈥檛 really know, they just work there, or mention a name they thought was the owner and when that is looked into, the person probably has died or is financially irresponsible, a scapegoat for the scheme. This is what happened in a large city recently; a Russian doctor who worked at one of the clinics 鈥渒new too much鈥?about the scheme and he was 鈥渓iquidated鈥?at a young age just a few months ago, since they believed he was going to talk. Your office I understand knows about that clinic and its scheme to cheat medicare.

2. Social security. There are medications and drugs that can cause temporary physically appearing infirmities, for example, abnormal heart rhythms that would lead an examining physician to consider there to be a heart ailment in the person who took such drugs. These people when they leave Russia, (having heard about how in the USA anyone who can show they are unable to work, can be supported for life by the government) load up on these drugs before they come here, drugs mimicking heart ailments being the most extensively used scheme. When they get here they go to a social security office and say they have a heart condition and apply. The social security office refers them to a heart specialist who is unaware of the scheme, and the person goes there, having taken the drug prior to the examination. They usually can beat the system by getting the examining doctor to believe they have such a heart condition, and they it鈥檚 a free ride for the rest of their lives, courtesy of the social security administration and sucker US taxpayers.

3. Social security. Elderly Russian immigrants come here toget free support on social security, simply because they are over 65. (SSI).
Then they go back to Russia and people here get their social security checks and cash them. Sometimes part of the agreement is to send some of the money to them in Russia, but those cashing the checks live off that money quite well. The fact that the person designated as the recipient of the money, has gone back to Russia is concealed from social security. Also concealed is when they die, the checks keep coming and get cashed by others who live off them.
Sometimes the social security recipient dies here, and the death is concealed from everyone. Here鈥檚 how:

a. They know that deaths are reported so when a social security
recipient dies, people in on the scheme they take the body to some isolated area and bury it so there is no death certificate or record. Nobody knows that the person died except those in on the fraud and they are the only ones who know where the body has been buried. If the authorities ever would find out about it and question them, they would deny knowing anything about it other than they would claim the person went back to Russia some years before and they never heard from the person after that. In the meantime they keep getting monthly checks in the name of the deceased person.

Many Mexicans do the same, and they return to Mexico with an 800 dollar check for the rest of their life. I've been there
