DMV good experience!?

Hi,
I am just wondering why DMV gives breakes to one
and hard on another.
I was in the office today..I had a..
a check from my hubby(not me) a insurance temporary copy
and tax reciept.
They were very nice to me, never had this experience before.
The lady after me, came to the office 24 times that day.
She left storming out!
Anyone have good or bad experiences?

In NEW york it was hell. long lines mean clerks.. Here in VA no lines happy clerks.
