My first question is, how and when did this change,?


The Vice President of the United States shall be President of the Senate, but shall have no Vote, unless they be equally divided.

As the presiding officer of the Senate, the vice president may vote only to break a tie.






The Senate shall chuse their other Officers, and also a President pro tempore, in the Absence of the Vice President, or when he shall exercise the Office of President of the United States.

Except for the Vice President, the Senate elects its own officers. The President pro tempore is usually the longest-serving member of the majority party. Other elected officers include a chaplain, secretary of the Senate, and sergeant at arms, who are not senators

I understand this right, the Senate is suppose to only have one President residing over them in the House and this is suppose to be the Vice President of the United States V.Pres. Dick Chaney. Unless he has to act as the President of the United States, or in the event that he can not be there a particular day, then the Senate can chose a Senate member who has been there for the longest (many years) than any of the others to be a temporary President of the House.My first question is, how and when did this change, to "Speaker of the House" having the power over the Senate, and the Speaker of the House being the one to chose many different Presidents to reside over the Senate in different debates, or changing during the same debates and voting on Yeas and Nays to pass or fail a Bill?

Power and responsibilities
The President pro tempore is an office of the Senate mandated by Article I, section 3 of the Constitution. Although in some ways equivalent to the Speaker of the House of Representatives, the powers of the President pro tempore are far more limited. In the Senate, most power rests with party leaders and individual senators. But as the Chamber's presiding officer, the President Pro Tempore is authorized to perform certain duties, including ruling on points of order and enforcing decorum in the Senate Chamber and Galleries. The President Pro Tempore also signs Legislation passed by the Senate before it is sent to the President for his signature. The President pro tempore represents the Senate at formal events.

The Speaker of the House is the "president" of the House of Representatives...

Two separate government bodies.

Nancy Pelosi. If only the perceptions are change has taken place. It is so far not been legislated giving her control. Yet she appears to take it anyway.
