Emergency, Please Help. I don't know who I am, or rather THEY don't!?

I have been trying for over a month now to obtain some form of identification to use to apply for a passport. I went to the Secretary of State to get a State ID and didn't recieve it. I called costumer service to see what happened to it and they said it was sent back to Lansing (capital of Michigan) and was destroyed! So I went back to the Secretary of State and they basically said it was my fault that the post office didn't mail it to my residence. They made me fill out another application and said my new card would be here in a few weeks. I don't have a few weeks! I need identification to get an emergency passport and I leave a week from Wednesday. What can I do? And is it legal that they destroyed my property? I called the emergency passport agency and they told me that my temporary card which has a phsyical description and signature will not work. They also said a student ID is not enough. I have a birth certificate but they said I need ID. Where can I get a fast id card?

If you don't have a driver's license, state/federal ID, or military ID, you can satisfy the identification portion of the passport application with the following:
--Some signature documents, not acceptable alone as ID
(ex: a combination of documents, such as your Social Security card, credit card, bank card, library card, etc.)
AND
--A person who can vouch for you. He/she must:
Have known you for at least 2 years,
Be a U.S. citizen or permanent resident,
Have valid ID, and
Fill out a Form DS-71 in the presence of a passport agent.

Be honest.

sux for you

An incorrect address was provided. To prevent fraud, or anything otherwise, when returned it was destroyed. Passports are seriously delayed at this point. Contact your Congressman. Id cards are provided by the State and the BMV.

Sorry, but you'll have to wait for your state ID, but there alterative methods for proving your ID for passports. Visit the State Department website for details.

The state ID card was properly destroyed if it was undeliverable as addressed. This is for your protection so no one can steal your identity.
