Does anyone know what this new Transitional City Carrier position for the post office is?

I received an offer to sign up for this position if the agreement goes through, but I'm not all to sure exactly what this position is. Is it temporary?

A Transitional city carrier is just about the same as causal carrier the difference is the position lasts for 359 days and you get paid more than a temporary and causal carrier. I have been offered the same position, and I decided to take it. I have talked to many people that work at the post office and they told me to get in the post office any way that I can. I have also done some research and found out that transitional carriers do not get any bennifits and they also work most holidays and weekeneds. As a transitional carrier you are not in the union, but as long as you stay on the job you will be considered for permant positions as the open up. This position I believe is something new. I hope that I have made the right choice.

The TE category was established by the 1991 Mittenthal Award (which set the terms of the 1990-1994 National Agreement) to ease the introduction of DPS. The pay and conditions established for TEs by that award will apply to them. In short, TEs are limited-term (359 days) bargaining unit employees who are paid at Grade CC 1-Step A. This will raise the pay of converted casuals by $5-$6 per hour.
