No, space is a vacuum, sound waves could not activate the microphone in the phone.

This question is very weird, because we live in three dimensional space so I don't even understand why you would ask this. If there were ten dimensions still we live in three and the other 7 would be on an order of which we cannot observe directly so it would be pointless to find their effects on this problem. So yes you can answer this phone, you do everytime you answer your cell, the cell is in three dimensions. If you are being brilliant enough to think of the forth dimension as time, and by the formation of your question omitting time and so saying that the delta t, time difference between ring tones, or the idea of a sound wave for wave functions mostly depend on time, and time now not being a factor, then my picture of this "Only" three dimensional universe is that the phone rings forever and not at all, the ringing can be heard when ever you want, and the speech will happen with someone when ever both want to talk but they don't have to talk at the same time, etc etc, this could become very weird if you really think about it. But the moral of the story is that with out 3 dimensions we'll not have a phone in the first place, with three dimensions and without the forth (assuming the 4th is time) then we have a phone that will only ring if it is forever or not at all, and will take infinitely long to answer it, but still will be answered. So in three dimensions yes the phone will be answered.
