Is it possible to bind a telephone no of a subscriber of a broadband connection to prevent un-authorised use?

I got a huge bill from my ISP (BSNL - India) as usage charges for my ADSL broadband connection. The funny thing is, no one in my house was using internet during last month (the period of the bill) as the there was no telephone connection to my home. I carry around the laptop from which Internet is connected and I was away from home for almost a month.

I called to findout what happened and I got an answer saying that there wont be any misuse since the telephone number is binded to the broadband connection. Is it possible to do that? Does BSNL do that to prevent misuse?

Yes that is true...but do you have a WIRELESS ROUTER?

Someone might be stealing your internet if you did not set a WPA password on the wireless router.

Yes and BSNL does it ..its called Port-binding. and BSNL is cracking down on misusers too..
