I'm so tired of answering the phone only to hang up on these morons. Yeah, I have caller ID. So I don't answer most of the time.

There is Telephone Etiquette. Don't call before 9 am and don't call after 10 pm. Those times may vary depending on who you are calling. Don't call until after breakfast and don't call after bedtime. Since those times vary for everyone, the afore mentioned times will do.
In you question you showed another rule of the caller identifying him/her self to the callee. Then let the callee know the purpose of the intrusion. That allows the callee to decide if they want to continue the converstation, and if so, what the conversation will be about.
A misnomer is that when a person answers their phone they are agreeing to talk with the caller. Actually they are merely answering the phone. The rule used to be and should still be for the caller, to ask the callee if they can speak. IF the callee is in dinner or some other activity, then they can refuse to speak. I'm sorry , but this is a bad time would be a polite way to decline the invitation to talk.

yes there is such a thing and i think most people lack it! I'm sorry that more company's don't teach there employees how to speak when calling someones home.
