In The USA, why are there no telephone area codes beginning with the numeral "1"?

Also, why are there no phone numbers beginning with the numeral "1"? It seems strange, that with many parts of the country running out of phone numbers, the numeral "1" has not been brought into play.

the numbers starting with 1 are for toll numbers:
special numbers like emergency and social services
toll free numbers: 18xx
corporate national numbers at fixed cost nationwide.
