I believe it is a song about a lonely little girl whose mother has died and is trying to call out to Heaven to try and talk to her mother. Poppa is sad and lonely and she wants to hear from her mommy. She wants to call her mom on the telephone and ask her to come home.

It speaks of a boy who wishes to see his mother again, but she is deceased and he does not know it. His father is sad but cannot find it within himself to tell his son the awful truth.

well, it seems that a child is trying to call his/her deceased mother over the phone

some child who lost there mother and wishes to see them again. im not talking about issing im talking about death of a person. the child is messing its mother and wishes for her to come back something like that
