What is considered as Bait and Switch?

If a bank promote to give its customer an incentive for referring new customer(call 800 number and check), but when the new customer has already been referred and opened an account, the bank teller said that the offer is already expired.
Obviously, the bank itself has communication problem since the telephone rep and the teller have two different answer for the same question.
Is this considered as Bait and Switch? If so, what can I do to complaint about this issue? Where can I do that?

If you feel like you are entitled to an "incentive" you should talk to an officer of the bank, perhaps the VP of marketing.

As for your question, 'Bait and Switch" is a term most commonly associated with the retail sector. A company guilty of this will advertise an item at a very low price (the bait to get you in the store), and then very few, if any, of the items in stock. When the customers come in and ask to the see the item, they are told that that item is 'sold out" and then are shown a similar (the switch part of the scam) and usually more expensive item. Hence the term "Bait and switch."
