By contact means but not limited to telephone calls, text messaging, emails etc?

It is probably part of a social experiment. It means you are required to contact people, but you should not limit yourself to electronic means, and actually seeing the person could be a plus.

Basically, they are trying to ensure that people practice one-on-one interviewing skills.


The other people were right too though. It could possibly mean that they are not to contact the other person in ANY way.

The problem is that the question was very vagues and starts in the middle of a sentence. It really is something that needs to be situational, or it could have completely opposite meanings.

it means... you can contact them in any way you choose, NOT limited too means it doesn't have to be by phone, email or text...
so.. speaking generally.. it means you can contact them in person, or by letter, etc....

Certain expressions are 'inclusive' in the sense that they contain certain classes of actions/words/usage etc. which are not exhaustive or complete, but are only illustrative.
We come across these in legal parlance, mostly. In interpretation of a particular sentence that is 'inclusive' in nature, one has to extend the examples given in it to other similar classes or words/action/usage, since the person who has written the sentence is either not sure of all the different possibilities or doesn't want to list all of them so as to save time or space.
This type of 'inclusive' sentences are useful to avoid any future charge that a particular item was not specifically included and so is not covered by the writer, mostly when it comes to inclusive clauses in a contract or notice or law.

This sentence is from a 'restraining order' or 'no contact order'. They are simply stating that the person (the one who is restrained) must not contact the second person in any way--including telephone calls, text messages, e-mails etc. There are probably more restraints listed on the order--such as not being within so many feet of the persons home or work. You got it right --but kind of out of context-but the question was asked out of context. Obviously, the person asking the question had a "no contact order" perhaps a stalker?
