I think the answer is 45 minutes.

NOW THE REASON I THINK THE ANSWER IS 45 MINUTES. IS BECAUSE THE 1ST MIN WAS 0.09 AND THE SURCHARGE IS 0.70. THAT MEANS THEY TALKED FOR 44MIN@015 A MIN.

7.39-.7=6.69-.09=6.60/15=44minutes
