If anyone can answer this please explain how you got the answer?

Dorm-to-dorm calling at a certain university ranked #1 by USNews for the past 7 years involves 5-digit numbers that begin with the number 8. How many different dorm telephone numbers can be dailed without the same number twice?

please make sure to read the part of the question where it says the numbers can not be touched twice.

Well, okay, a 5-digit number that always begins with '8' is really a 4-digit number, right?

How many combinations of 4-digit numbers are there? Well a one-digit number can be one of 10 digits. A 2 digit number can be 100 different possibilities--one of 10 in one digit and one of 10 in the other, so 10x10. So an x-digit number is 10^x (10 to the power of x), assuming we're talking base 10, otherwise it is 10^b where b is the base.

So with four digits to play with, 10^4 = 10,000 possible numbers, from 0000 to 9999.

the xxxx are the different numbers 0-9999, will give you 10,000 numbers.

The answer would be 10,000

8-0000 through 8-9999
or
0 - 9999 = 10,000 numbers
