Is it possible to locate an address using an IP address, i need to verify someones location and identity.?

I would like to purchase something from someone in china, i have been scammed before so i am cautious, i am currently in scotland. I have asked the person to provide me with name address, telephone number, bank details etc, i also used something to locate their IP address, what is the best way of determining their identity using these details, please dont say go to china or any smart A** comments, 10 points to the best answer! thanks in advance

Look for WHOIS servers in google.

You can't get a phone #, physical address, or name from an IP. The best you can do is find out the service provider the person is using and even then the location may be hundreds of miles from the actual location of the person using the server.

I don't know if there is such a thing as a white papers directory for China on the internet but it may be worth a shot to look.
I think the best and safest way would be to have the person send you a notarized letter by way of registered mail to be absolutely certain the details are correct.

If your gut feeling tells you something maybe iffy ,then go with your feeling and back down , even if you could verify his address , you are hardly going to hop on a plane if you get scammed , remember the old saying "if it sounds to good to be true , than it usually is "
