The recharger is used to recharge the batteries.
Because bateries inside the phone are DC (with + and -). They are recharged by forcing an electric current through them
Only DC batteries exist, no AC batteries.

Alternating current, or AC, can be transformed, whereas DC, or direct current, cannot be transformed as easily. This means that you can change the voltage much more easily for an alternating current than for a direct current.
Once it is transformed, meaning that it is stepped down to a lower voltage, such as 9 v. (from 110v -120v), it can be changed to 9v direct current. This changing from AC to DC is called rectifying. There are different rectifying circuits, and the bridge rectifier is one of them. So, the process is transforming, followed by rectifying.

All mobile phones run from DC power sources, which are batteries. So the need rectify AC to DC via a transformer is used so that you can remain "mobile"!
