Our I-129F was approved...now questions on the paperwork for the consulate?

My (German) fiance received his packet of papers for the consulate over a month ago. We have tried asking the consulate for some answer to no avail. Now we are hoping someone here can answer us. First on the form DS 156 question 14 it asks for a national identification number that is asking for his german social security number correct? next, he never received part 2 of form 230. is this standard procedure? I'm assuming he'll receive it when he goes to his interview is that correct? lastly, two of his schools have changed locations. we have been unable to locate a current address or telephone number. what should we do now?

i think the U.S. government does cause problems when applying for anything on visas.
I been working on the same 129f for 18 months now, they only give you one thing at a time, to make it a long time process.
