Would you report this to human resources?

I work for a large general contractor. Quite often, subcontractors send over gifts of free tickets to sporting events, gift cards to various resturants, invites for fishing trips, etc. in order to stay on the good side of the estimating department. These are not "thank yous", but a bid to keep their company in front if their competiors in winning bids. These all go straight to the estimating dept (one person), and it is causing a lot of resentment in the office that he is being handed so much free stuff. Manager does not care, since he shares in this. It is against company policy, but a blind eye is being turned. Would you report them to human resources, or just let it go? Everyone gripes to me about it since I am the office manager, and while I tell them I am tired of hearing it, they will not let it go. And if you would report what would you say to HR?

One reason I hestiate to say anything, is the backlash I know this will cause. I could care less who sends who what freebie, but this has taken over our office to the point of people quitting.

why don't the people who are complaining report it? It shouldn't fall on your shoulders just because of your position.
THat being said, a group effort may be best--if a petittion is written clearly stating the situation and everyone who has complained signs it. Or the complete opposite, the old anonymous tip. If it is affecting work flow so much, it does need to be brought up.

Were I in your position, I would speak with the person over the estimating department. If you can't get anywhere with that person, go up the ladder and speak to their boss, and higher if necessary.

Make HR the last step.

That is a reality in MANY business that deals with subcontractors. Chances are, everybody, including HR knows about this already. As such, if you choose to report it, I would suggest doing so anonymously. It is not right, but correctly the wrong may have far greater cost than the wrong itself (to you).

I would report as a concern, but not as a full accusation
