What does he want??

There is this guy at work . I recently moved to his floor. Earlier I had found him taking interest in me and of late we have become quite close. In the sense , that we often share coffee together in the office cafe and he calls me everyday after going back home. The conversations are pretty casual but sometimes he gets into the flirting mode but that it is very mild. We chat online during the day in the office also.

I quite like this guy so one weekend I asked him if he wanted to catch a movie to which he declined and said he had some work. He was away for about 2 weeks on some office trip , so when he came back he asked for coffee and I said lets go out and have it at somewhere else. To which he said he is pretty tied up.

I am not sure what is on his mind. Why is he declining my offer everytime. I have decided not to ask him again. I am not sure what does he want from this. It does not seem to be "just friendship" and he is not taking it to the next level either ??
Pls advic
