they keep sending it even though i report it spam . who r these people ?

If the person who's sending it has a yahoo email address (or you can identify the account) write to yahoo or whoever they have an email account with reporting them, tell them that as these people are misusing their account and acting illegally, you expect yahoo to close the persons email account to protect their customers from such activity. (I mention Yahoo as they will remove the persons email account, they won't stand for that sort of nonsense)
In the case of yahoo forward the email to : abuse@yahoo.com

It's so badly written...it's laughable.

I get those emails all the time. I clicked SPAM and now I dont get them anymore.
