How can I automate a system that is full of documents?

I am a Compliance Officer and one of my functions is to develop a system that is automated. I mean, everything is stored, easily shared, and signed electronically. All the documents that I am dealing with everyday should be electronically available, thus, minimizing (or totally terminating) the difficulty of going back through it with papers. A paperless office, that is. Please guys, I really need your suggestions/recommendations or whatever right now. I am not a techy person and I really need to do a lot of researches to come up with possible, great ideas. But through you, the weights I am carrying right now can be unloaded. Looking forward to see and understand your help. Thanks!

You can try microsoft sharepoint portal server. Document management is one of the major feature of SPS. And also customizing it's existing functionality is not a difficult task however adding new functionality is. And i feel your need can be taken care by the existing features of SPS
