Why are 2 people allowed to access and excel file?

I have a Windows 2003 server R2 Sp1 and XP SP2 workstations with Office 2000. Occasionally 2 users are able to access the same excel 2000 spreadsheet at the same time without receiving a file open notice until the second user tries to save the file. Then they receive a message stating that the file is in use and that they can do a save as. Usually if a user tries to access a file that is already in use, they receive a file in use popup and they are given the choice to open read only, notify or close. This issue does not happen all the time and is not specific to one particular file. And the file was never setup for sharing. I've checked my security and permissions for the shares and I don't see a solution. I've suspected file corruption and copied the data into a new file and replaced the old file thinking that would solve the problem and no luck. Is there something I'm missing?

Since u r using Windows Server 2003 then u r going to have to try to password protect ur files cause remember windows 2003 is for corporate customers who share folders so that is why more people r able to access ur files as it is designed to work that way, but it is also designed to secure files from other users if you do not intend for them to see it. You can remove the file from ur shared folders or u can also create a password to protect unauthorized people from opening or editing it just like they would do in a company server. Yes some excel files and access files can be open and changed at the same time in windows server and others because in companies people usually to avoid errors have more than one person checking the file at the same time so that if one user makes a mistake the other can correct it. So the same funtionality is working here. Remember ur operating systems r not workstations, they r servers designed for professional use so there is some add features that u can disable for business use. Hope I helped. If u like this answer please vote me best answer!
Though at the same time it won't do any harm to scan for malware using spybot from:

If u want an antivirus I suggest AVG Free from:
