Are there any "good neighbours" in downtown apartment complexes?

I just got the keys to my apartment a few days ago but haven't moved a single thing in yet (because my current lease/parking pass doesn't expire until the end of June). I returned this evening to ensure the cleaning/repairs had been completed as promised by the management. I still had some concerns and new repairs I noticed, and they had told me to write a note and drop it at the leasing office.
I had used ALL my paper to jot down measurements, notes to myself etc. so was in dire need of a single sheet to write my repair requests for the mngmt. I very politely asked my neighbour for one piece of paper (and explained that I just got my keys for next door and hadn't moved anything in yet--I even held up the keys as proof) and he said that he didn't have any! "Even just a single piece of notebook paper, or computer pape?" I ask. "Nope."

I'm young, polite and respectable-looking, not a creep.

Wtf?Has anyone had any GOOD apt. neighbours, or am I doomed to share a hall with a sshat?

Ok dear....I read all your story and I know how you feel...I just tell you my opinion .....what you came across is human being....we would like to see people as their best potential because we like to feel , safe and secure...we want to feel we live in a beautiful environment...that is a need in human being for centruries....that is why all rules and regulation over the many years have been written since the beginning of life of human being....as religions...as law...as whatever you want to call it.....but the reality is human being is a kind of dangerouse animal.....it has a dark shade and a light shade inside depending which side dominates .....since the beginning of life human being had the potential to kill, torture..bring sufferage and exploit others....through slavery....murder and atrocity....with civilization and putting and setting limits maybe some of these disires get suppressed but it does not mean that it will vanish.....I used to be like you when I was younger and not experienced but then I saw the truth of each person's mind......and realise the dark shadow of people shows it in different way and if they get the oppurtunity they will do harm.....for example....this shetty person is probably either lazy and does not want to put himself in trouble for lifting up his *** and go and look for a piece of paper for you or he is used to ignoring other people's need.....or is a lonely abusive divorcee who is unhappy about his life and wants to transfer his misery to others to feel he is not the only person on universe who is a misfutnate one and wants to take revenge of other previleged people.....I think your mistake is your expectation ...it is not realistic....always think people are grey...not purely white....and do not get upset...just get real....If I were you I would think of ways of closing the door of toilet to these people to come and do a big poo on my head...that is what I always think...the best way of dealing with abuse is closing the door of toilet.....so.....I think if you have time search for somewhere else.........

You've heard of "you can't choose your relatives but you can choose your friends?. Well, I'm sorry to say that one isn't your friend, yet. Maybe, he will be when he wants something, but everyone new is suspect. Even cats don't like newcomer cats, and I expect you will soon be accepted as a cool cat, but don't be too pushy, get comfortable first, because these apartment dwellers would much rather be home than doing their thing in their own place, until they have someone else to share, that's life.

At least you know now what is next door. I have never had good neighbours and I don't know anyone who has, - sorry to be depressing. I always try to stay out of their way as far as I can.
