A higher authority (levels) putting there signature on letting something happen or through a system that not anyone can allow to happen. Needs to be approved by someone else.

they had so many control levels and required a lot of people to ok things before things could happen. Too much control of employees, not enough trust in employee ability. Sign off= say it is ok
