You have to be careful who has guns with PTSD and Schizophrenia. If a person does not take his medication, known as compliance and kills someone, is it his fault? Then we have to look at what is right and wrong in another area. Would you let someone steal your car and run someone down? Maybe insurance should have to be paid to maintain them? Relicensure each year by renewal could be put into a program to secure your right to own them and as well take care of those harmed by guns each year and safe hunter programs.
