Should I file a formal complaint with the city about the other apartment problems?

My car was towed from my apartment overnight. I expressed my displeasure w/ the rental office manager about having to pay $340 to get my car back. She said it was a misunderstanding since my vehicle didn鈥檛 violate the lease agreement I signed the law. She verbally agreed to credit the $340 to my next months rent. BUT in the past month I've given 5 written notices about hot water service being interrupted at sporadic times. The rental office and corporate management office didn鈥檛 return my phone calls. I called them continuously for over a month before my hot water was fixed completely. I filed a formal complaint w/the city&state apartment association. The rental office lady did agree (only verbally) to reimburse us for the car tow. I don鈥檛 want to be unforgiving but I feel as though the office is neglecting the many other issues in the complex that still haven鈥檛 been fixed & ignoring residents requests. Should I file a formal complaint with the city about the other apartment problems?

keep a journal of everything: what's gone bad, when it went bad, who who spake to, when you spoke to them, what each of you said, what git fixed, when it got fixed etc.
have copies of everything at work or is a safe deposit box or at a friend's because your landlord has a key to your apt!
contact legal aid. find out what are legitimate paths to follow before upping the ante and going "official": once you get on that train, you pretty much have to stay on until the end of the line.
keep an eye out for storage places and new places to move to in a hurry (including a string friends' couches) if necessary.
you may have to go to small claims court fr he $340...
good luck

If you file complaints you run the risk of them retaliating against you and find yourself evicted for fighting a screwed up system, even though it is illegal they still do it. If you don't have a lot of money to pay for backup best bet is when lease is up, bounce.
Good luck
