United States: Why is the post office doing this?

Within the last six months, I have been sent a letter and application from my own post office to verify who I am. I have been in that post office box for several years. I did verify the information and satisfactorily, as well. NOW, the post office has stuck the same letter and application in my post office box again. When I inquired as to why this was done 'so soon,' I was told that the post office had to have an update from January 2008 (according to the Department of Homeland Security). I found it to be very strange as the xerox letter attached to the application was "crooked." It had the post office logo on it with no address or telephone number. There was no closing either. This gives me great concern. I thought that the ladies at the window which service the post office box holders, were on a "personal fishing expedition." What is your take on this? I thank you and I appreciate your help with this serious matter.

Something's weird. I have a P.O. Box and have never been asked to verify anything.
I'd ask at the main P>O> if I were you.
