What can i do about the neighbors children not attending school?

One boy is 9 and expelled from school last week. I'm not sure what's up with the other two, but they're 5 and 7. Simply, none of them have been to school since last week. There outside by 8:30am, yelling, screaming and nobody watching them. The parents are home, but sleeping, both work 3rd shift cleaning offices. This has been a problem for years (that is, kids out with no supervision)
I can't relax, instead of working, I'm up and down all day worried about those kids and the havoc they may have unfolded. The 9 yr. old broke one of our windows this weekend, he worked it off cleaning our yard which included dog waste. Then Monday, our cable was cut for the DISH, my husband fixed it, but we couldn't say for sure who did it. Yesterday, I saw the 7 yr. old riding his bike with a saw in his hand. I'm about to lose my mind, don't know if I should call Child and Family Services, Board of Education , or the cops. The parents just hit the kids with hangers and tell us "no understand english"

Call child protective services. If these kids' parents are unable to care for them, then they deserve to be with parents that can. It is incredibly sad, and that is great that you are so caring about them, but it should not be impacting your life in this way. Call CPS and let them handle it.

Document on paper, everything you've seen. Get the kids on video if possible then call both the cops and Child Protective Service. They are simply too young to be out doing what they want and destroying property is illegal and the parents should be held financially liable for that.

These kids should all be at school. Even when your child is expelled from school, that doesn't mean they just stay home; you are required to get them alternate education. Call the school board, they'll have a truancy officer, and also call the Child and Family Services.

Well there might be a reason! and i don't think it is your responsibility to call the cops, But i do think it is of concern. I think that if you don't see them at school in the next week ago you should knock on the parents door and ask them why their kids aren't at school.
