Cant answer #1, because it seems specific to law correspondence, and i never worked for a lawyer or court.

#3 It's not A B or D, so it's got to be Postal Union Mail, but I've never actually heard it called that.
#4 Express mail is next day delivery for USPS.

COD is not available on international mail, I have never heard of postal union mail, it is not a service offered by the USPS, parcel post is not available for international mail, best guess for what is listed is UPS but I don't think they deliver letters, but maybe they do internationally? I would check their website to see. The services that USPS offers for international mail are: Global Express Guaranteed, Express Mail International, Priority Mail International, First-Class Mail International.
32. Express Mail is the only one that has a guaranteed delivery but it is not always next day. In some cases it is two days.
