Does anyone know good collection service to get my money back from scam?

the person sold fake goods on ebay for $1300+ and as soon as i found out it was fake, i sent it back to her. she had agreed to refund the money immediately. Although i have a proof from usps that she had received the returned goods, she had never refunded the money. i am in east coast and the person is in california - so i could not bring this issue to the small claims court. i therefore contacted with district attorney's office in san francisco and they have contacted with her. she told them she was going to refund - however, she never did. since she has been ignoring further notice from them, district attorney's replied me that they were unable to collect the money from her. Now I am thinking to use some private collection service. does anyone know a good collection service that would help me with this issue? any advice/reply will be greatly appreciated. Thanks.

Well, I dont think you need a collection agency but more like court action. if you paid thru paypal contact them immediately. If you paid with a credit card, contact them immediately. Otherwise, you need to locate her home or other assets to file a lien against when you get a judgment. I would suggest you check where jurisdiction lies....it may lie where the merchandise exchanged hands which would have been at your mailbox or doorstep....let me know if you need assistance in locating her or assets. Did you pay through paypal?
If you paid through paypal you can file a claim through their site and if she can't prove that she refunded money then they will take it out of her funds. I would also report her to ebay for fraud and advise them that you've made claim through paypal(eBay owns paypal as well).
If you paid by check or money order other than paypal then you might have luck trying the better business bureau and report her there.
