Why can't the Philippine SSS offer loan service to SSS pensioners?

There are so many SSS pensioners who are availing loan from lending institutions, charging between 3 - 6% interest. If the Philippine SSS can offer loan service to SSS pensioners, it can be automatically deducted from their monthly pension and serve as another income generating program of the said office while at the same time helping the poor pensioners.
