Is this the way Public Servants work and provide service to general Public?

If you had the misfortune of visting any government office, you will come across one of the following situation:
1. The concerned officer/staff is on leave and no one else can attend to your issue.
2. The concerned officer/staff has just come on transfer and he/she needs time to study the file
3. The concerned officer/staff is busy with minister or VIPs visit.
4. The concerned officer/staff is either moving out on transfer or retiring and hence will not be attending to your problem. His/her replacement need to come and handle it.
5. In addition to dozens of documents already submitted, the concerned officer/staff will ask you to get another set of documents - No clarity of purpose.
Lack of accountability, time management and concern for others inconvenience is the end result.
Do we always need to live with this kind of governance?
Is it a global charecteristc of public servants?

If there is more open interaction between the general public and the journalists and news reporters, they will have to come out of their bee-hives and face the challenges of the day to day operations.

You should document each and every event at every visit and do a follow-up. If enough people did this they will definitely have to change their habits unless there is a legitimate reason for a delay.

Most public sevants (low level) I have encountered are at their job because there are no other jobs for them to choose from (so they think). Therefore respect for the position is not there. For them it is but a chore, a means to get money. If they were given the option not to do any productive work or expend any effort at being productive at their public positions and still get paid, they will do it. Therefore part of the problem is that the wrong people are doing the job.

Being a public servant is comparable to being a teacher, it is self-sacrifice for the benefit of many. Sacrifice because in my country, pay sucks for public servants (as with teachers here), adding another factor in the low effort for productivity.

Another factor for your observation would be the system implemented regarding various governmental processes: they simply need a lot of improvement. If you compare public processes versus private firms processes, you will clearly see the professionalism in private organizations way in handling their thing.

you first understand the working of Government office system
the government official have so many work to attend.
if you have any problem you must first crealy write the letter, and
send it proper person.
always keep the copy of the letter with you, you don't blame the the official, there is thousands of letter in the office.
then meet the Public relation officer he will guide you.

Yes the character described by you is very much global( in India). Govt servents don't have accountability and if questioned hard, the individual-from public-has to face all sorts of harassment. Govt servents have taken it for granted that salaries paid to them is for just attending the office .
