Is there a commercial office of Yahoo in Bombay (Mumbai) for paid services?

My friend attempted to pay $10 for "Phone Out" service of Yahoo; thorugh his credit card. But he made some mistake in the payment procedure some how. The account did not get activated. He was asked to enter a figure of Service charge of his bank. Not understanding this correctly he attempted something. The money was debited to his account in the bank, and more than $10. The debited amount does not adds up correctly to $10 and service charge as informed by the bank. And on the other side, the Phone Out account flashes a message, when attempted to activate, that you have not given correct figure in two attempts, so you can not operate the account. We wish to ask some officer in Yahoo commercial office how to get out of it, because we need the phone out service. Can you advise us proper office or solution to this problem?
