What can She do or is there anything she can do about OCS handling the case seemingly careless?

Kids were placed with their grandparents under OCS; grandpa drank while in their care & the father of the children broke the office of children services rules against him visiting without OCS consent numerously; oldest child has been traumatized by her father w/o them (the mother & OCS) knowing about it till the kid started being suicidle because of the father, during the wellchild visits the social service caseworker of those children knew the father was in that resident hiding but didnt do anything about it. During their stay., kids were mistreated when they should have been cared for. Since then, kids were returned to their mother and has been upset about how the OCS handled with this case. Is there anything she can do about this? I know her kids can confess what has happened during their stay w/grandparents and a very good proof of why the kid is recieving treatment for what her father did to her.
