Fax Broadcasting via VOIP- can somebody explain this to me?

VOIP compresses analog voice signals into a digital format and also drops inaudible frequencies in order to save bandwidth. You technically can't tell the difference audibly at the other end of the line, but to my understanding fax and dial-up internet won't work over VOIP because the digital compression messes up the fax or dial-up modem signal. I guess this is where you need the Fax Server, it probably uses a different compression method or allows the full uncompressed analog signal to be sent and reconverted perfectly at the other end.
