Need ideas for marketing my Computer Programming & Website design skills.?

I am self employed and do most of my work from my home office. I have two services to market.

The first is a Website design service.

The second Is a programming service...to just code to specs or assist in the design of an application and code to specs. I have particular talents (IBM COBOL focused, Visual Basic etc.). Why send the work offshore when I can do it from home?

I'm looking for ideas on how to target market my services rather than just the shotgun approach. Any ideas would be greatly appreciated. My objective is to stay busy and keep marketing costs and labour to a minimum.

The correct answer is to find out who uses Cobol. Also, you have to have several sample sites ready for viewing
