How is it legal to treat whites different with welfare?

My best friend is white single mother and has a 3 year old. She used to work as a carpenter, then she was forced to work construction. She hasn't been able to find work for the past few months so I took her over with me to sign up for welfare a few weeks ago.
I was set up with my card today, and rent rebate. She didn't get hers. I take her back over to the office with me and they told her she has to complete the classes first and she would be getting next month after they reviewed her stuff.
I tried to say somthing but she just told me to forget it. When we got to the car she says "Its cause your Black". It pissed me off because thats not the first time I 've heard that.
How is it even legal for them to do her like that? She has a kid and need it worse than I do.
Help me help her please.

I've helped her out with rent two months, her church helpped her out last month. The day labor won't even send her out when she's tried there. She's 22 but an excellent carpenter.

Unfortunately, white people are victims of reverse discrimination when applying for benefits. It happen to my family several years ago when one of our children was born with a severe handicap. I THING IT MAY BECAUSE SO MANY OF THE GOVERNMENT EMPLOYEES ARE MINORITIES.

How is it legal to discriminate based on what your income is?

I should be allowed to get food stamps, government housing, student loans, etc.

Just because I make 6 figures should not keep me from benefiting from what my tax dollars puts out there.

We ALL should be able to get EVERYTHING.
