I live in an apartment some of the units are subsides by HUD.?


Just recently the Site Manager sent out notices that we must bring a copy of our light bill into the office. And in no time at all everyone got a rent increase. I e-mailed the heas manager,
Bruce Wilson. He told me that HUD requries a copy of all the tenants light bill. My problem is that I am not on subsides program. and what does the light bill of each tenant has to do with the rent. Now I do believe that the person or persons that is on that Section 8 and the HUD program should be the only ones to get the rent increase. Why should I have to suffer due too the fact that the others should get off easy. I am disabled, my income is monthly. My oldest son still lives with me to help me out. I also get child support for my other two children. Also why is it that the child support should be included into the apartment income.

HUD is wanting the bills to see if the person living there is the one on assistance.

I think it would be illegal to discriminate and only raise the rent on the section 8 units.

The increased rent is likely due to incresed expenses, not to make you "suffer". The landlord needs to pay the bills, it really is that simple.

Child suppport is included because that is what it is for. To support children and provide a roof over their head. Single parents may not qualify for housing for their children if the support was not included. Some mothers simply do not earn enough with one income to feed and house their kids.

when u live in section 8 housing u have to abide by the rules of the building, whether or not you qualify is really not up to you. its up to the state. go down to hud housing and bring all your bills. the more you can explain the finances and justify that this rent increase is unfair the more likely they will give u abreak. only water, heat and electric are considered utilities, bring bank statemtns proving ur low income and disability checks. let them see through paper what you can afford.

First, they cannot raise the rent until your current lease expires.

2nd the reason they want all of your income and expenses is to determine if you qualify for a subsidy. 3rd, the reason they want your utility bills is because there is a utility allowance as part of the subsidized rent.

I'm not sure about your situation, but with a fixed income, child support and two dependents, the fact that your son is living with you may make your household income to high to qualify for subsidized housing.

You obviously live in some sort of subsidized or low-income housing, and my guess would be that the property also has some sort of HUD mortgage on it if only a certain number of units are under section 8. It's called a HAP contract (housing assistance payments).

For the building to remain eligible, a certain number of units need to be rented to certain income levels. They need the documentation on income and utilities for a couple of different reasons. One is for compliance and the other is for the AAF, or the annual adjustment factor.

An AAF is basically a rent increase, but it follows certain federal guidelines.

In subsidized housing where utilities are not included in the rent, HUD uses the cost of the utilities along with the rent to determine participant contribution and eligibility.

Since you aren't a section 8 participant, this wouldn't apply to you but it was probably requested because under a HAP contract, the owner has to provide leases and information on unsassisted tenants also.

I bet if you sat down and looked at your lease or rental agreement you would see that you agreed to comply with these requests.
