Parking Violators?

I pay an extra $20 a month to park in covered parking in my apartment complex. There are 2 cars that park next to me that don't have parking permits that have been parking next to me now for 2 weeks. I have let the office know this but they are saying..."oh...they are probably rent cars...." but I know in my heart they aren't. What would you do in this situation? I'm frustrated because why should I and others have to pay the $20 an extra a month and these 2 people not have to pay? It isn't fair. Thanks!

I have thought about that but I would have to pay the towing fee, and that would beat the purpose.

Type up a very official-looking "warning" and leave it on their cars, saying they'll be towed next time.

Or get a carbon-copy paper notebook from Office Max and write something on it that looks like it's a ticket or a fine. That should scare them enough to get them to move.
