Majistrate court questions and landlord.?

I need to know about landlord harassment in Ga. I have kept records of his abuse. Is it true that he may be liable for 3x's the rent? He defaulted on his contract for deed. We bought it. We are sueing him for dep., can we also sue for harassment?
In addition to cursing at us in front of our kids several times, he took handle off the outdoor spigot so we couldn't use it. I read that is illigal. Can I include that in my suit, and what do we call it?
One more question. He has 3 judgements against him already he has defaulted on. Garnishing wages will not work. He will change jobs repeatedly. Majistrates office mentioned putting lien on personal property. How does that work, & what kind of prop. can we attach. He has no land. He does have a new proj. tv, a pool table, a basketball arcade game, 2 go-carts, a 3-wheeler, a moped, a laptop, a crummy truck and car. Can I force him to sell these. Don't think I'm ugly taking kid's stuff, he won't let it happen. He can pay, if he buys less meth

Actually read ga code already for landlord/tenant laws. Will try to locate info on prop. attachment, but hoped to find someone who knew already. Ga code is not light reading. I can't afford lawyer now, and legal aide won't help with private landlord issues. Trying to decide if it is worth the $76.50 to sue him.

The first thing you need to know is that the Georgia State Landlord/Tenant Law is Georgia State official code 44. It's only about 22 pages, I would recommend printing it out, reading it and taking notes. It will give you a lot of powerful knowledge.

Secondly, Georgia State Magistrate courts are governed by Georgia State Title 15. (Mostly sections 40-138). Georgia State does not have a small claims court, it uses the Magistrate court instead. You can file suit against anyone without an attorney in Magistrate court up to $15,000. There are specific procedures that you must follow, and I would recommend you spend a little time studying up on how Magistrate court works.

After spending 1-2 hours reading the 2 things I recommended above, I recommend you figure out what you would like to do then run it by an attorney. Most attorneys will give you a 30 minutes of their time for about $50 as a consulting fee. Basically read the law, figure out your best plan of action then run it by an attorney.
