Is my neighbor breaking any privacy laws?


I live in an apartment complex and noticed my first floor neighbor recently attached a video camera to the balcony window. The lens of the video camera is directed at the sidewalk of our stairwell and the parking lot. Is the neighbor breaking any laws? Should I contact the leasing office of the apartment complex? Thanks!

Video taping a stairway is not likely to violate any privacy laws. However attaching said equipment to property tenant does not own (balcony) may give management reason to ask for its removal. so yes you can report it to management but there is no promise of action

Anything you can see from anywhere that you're allowed to be - such as your own balcony - you're free to photograph or video.

The video camera is legal, but if it has a built in microphone and he is recording audio, then that's a crime.
