Bad neighbor?


I have a neighbor that moved into my apartment building a month ago (his door is directly across from mine).
Problem is the guy that lives there is throwing his cigarette butts all over while they are still lit and just letting them burn out themselves. In fact last week he threw one on my door mat burning a hole in it which could easily have started a fire. He also drops them below in the bushes where they could potentially catch fire (I live in Arizona ) and right against my outside wall. This is a nice community but my neighbor is exteremly creepy/trashy and not remotely friendly and I am scarred to confront him or make him think I am complaining about him. I notified my apartment office about this over a week ago and expressed the potential hazard but as far as I can tell they never even sent a letter to him and did not seem concerned in the least. A neighbor dropping lit cigarettes is not grounds for breaking my lease but this is freaking me out. I would appreciate any advice.

Don't always judge a book by it's cover..yes he has some very bad habits but you must confront him...in a gentle way and let him know what your concerns are with out getting angry. Tell him that he seems like an understanding man and you would hope that your opinion of him is right..say that even if you don't mean it ..soothing the savage beast. You could also just start a conversation with him and use a line that compliments him...see if he has nice hair a nice looking shirt etc..this will make him instantly like you and then ask him about himself and then get to your problem in a calm way. This will work miracles for you. It sure doesn't hurt to try and it's better than doing nothing.
PS In my country..Australia ..it is against the law to throw cigarette butts on the ground in or outside a public area and it's an on the spot fine.

i think i would contact the police and see what they say. If you can catch the person throwing out the cig's on bushes or your mats, maybe the person could get charged with arson or get fined for trying to set fires. Maybe a cell phone with a video recorder on it could catch him in action, then i would notify the apt management again, if they didn't do nothing i would sue them. This man may be putting other peoples health and life in on the line because of his stupidity. I used to live across from a guy that would spit his chew over his balcony, the lady below him had a little girl, one day he spit over the balcony and got the chew in the little girls hair. He got arrested and thrown out, she sued the apt owner because they wouldn't do nothing about it. I guess it depends on what state you live in. Some people have no consideration for others.

If you cannot confront him ( which from what you say may be pointless), once again take it up with the apartment office. They are supposed to help you out. Be after them. Remember you can choose your friend but not your neighbour. There is no gurantee the next change will be better.

He's not only littering but leaving hazardous waste around you. I would say call the cops, but I would not be surprised if they just laughed at you.
Next time you see him do this, confront him in a no-nonsense, over-the-top manner. Chances are, he's not as creepy as he looks, but rather looks that way because he figures nobody will give him a bad time because he's "tough and hardcore." Really, he's just an inconsiderate jerk that doesn't care about the mess he's leaving behind, and if you confront him he may deflate into the coward he really is.
The good thing about Arizona is you can carry a firearm. If you confront him over this, as is your right, and he gets threatening, let him know you are armed and dangerous yourself. See how tough he is after that!
