Can I start a business and take care of the legal and paperwork later?

I have a part-time small home ebay business that I want to expand by moving it to a small office space and adding things like 2 employees and larger inventory by about 20x , can I go and start this and while I'm doing that begin the legalpaper work in new York city

Especially the part about hiring employees. Too many things can happen. An employee gets hurt on the job for example. You don't have worker's compensation insurance. You can't take out taxes, so you are hiring people to work "under the table". They get mad at you and report you.

You don't have a license to do business, you are hiring people illegally, you don't have a re-sale license, etc. Plus, you are much busier, so you put off getting the things done that you need to do to be legal.

The time to take care of your paperwork is now while you are still small and not so busy. If you start out a crook, you will always be a crook. So start out as an honest businessman, because reputations are important in business.
