Should I install windows 2k3 Server at brach office?

I am upgrading my company's network to add a NAS file server at a branch office. Now the server will have 4TB of space. The NAS server will be running Windows storage server. The home office has the main DC and exchange server. We have a VPN-VPN connection from the home office to the branch office.

My question is should I also install a local branch server running Windows 2003 as a member server to the DC at the home office as well the NAS?

My problem is that I dont want the access to the NAS to run slow because the DC controls it. Thus the local server would handle it.

If the speed between the VPN to VPN connection is decent, running a DC in the branch office may not be necessary. Obviously, a local DC will provide the fastest performance to the branch users when they are doing directory lookups and accessing files on the file server.

Some things to keep in mind:
1 - The local DC should be have the Global Catolog Server added to it
2 - Prior to promoting the branch office DC, make sure the NIC is configured to point to the DC in the main office
3 - Configure the branch office DC to give computers in the branch office IP addresses via DHCP (include the router IP, DNS of local DC as primary and remote DC as secondary DNS)
4 - Make sure the new DC does not have multiple NIC's
